{"id":16034,"date":"2016-03-18T12:09:44","date_gmt":"2016-03-18T12:09:44","guid":{"rendered":"http:\/\/2216"},"modified":"2025-05-14T10:54:11","modified_gmt":"2025-05-14T10:54:11","slug":"water","status":"publish","type":"page","link":"https:\/\/landscapeinstitute.org\/water\/","title":{"rendered":"Water and flooding"},"content":{"rendered":"<p>Devastating floods over the last 10 years have exposed the UK\u2019s lack of resilience to increasing water levels \u2013 and climate change means more frequent severe rainstorms will happen.Governments must take an appropriate and technically sound long-term approach to flooding because our existing infrastructure cannot cope.The UK\u2019s water supply chain needs to become more sustainable. We need to look beyond the 19th century solution of a pipe in the ground as the best way to remove rain water.<\/p>\n<h2>A\u00a0UK strategy on water management\u00a0needed<\/h2>\n<p>Observational records up to 2014 show that seven of the 10 wettest years in the UK have happened since 1998, says the National Flood Resilience Review 2016.However, during this time no comprehensive UK water management programme to combat floods has been defined or adopted.The lack of any long-term approach has led to the annual cost of flooding in England reaching about \u00a31.1billion, according to the report \u2018<a href=\"http:\/\/researchbriefings.parliament.uk\/ResearchBriefing\/Summary\/SN05755\" target=\"_blank\" rel=\"noopener noreferrer\">Flood defence spending in England 2014<\/a>\u2019.<\/p>\n<h3>Taking a long-term approach to water management<\/h3>\n<p>We need a long-term approach to managing, storing and distributing water which covers water supply, waste water, surface water and flooding. This holistic approach must be suitable for all new places \u2013 both the natural and the built environments.We also need to look at managing water on larger catchment areas, for instance how land management and flood alleviation schemes can hold back water in the upper reaches of rivers.Crucially, we must consider how and where we plan new developments, and that all new housing in flood plains is built to be resilient.<\/p>\n<h2>Using urban planning and design to reuse rainwater<\/h2>\n<p>WSUD uses urban planning and design to reuse rainwater and stop it from reaching our waterways (rivers, canals, etc). The adoption of WSUD is an essential solution to flooding, droughts and water quality, and one that should be adopted when designing and developing new places.<\/p>\n<h3>Water Sensitive Urban Design (WSUD)<\/h3>\n<p>Water sensitive urban design (WSUD) integrates water cycle management with the built environment through planning and urban design. Find out more in our short film on WSUD.[embedyt] http:\/\/www.youtube.com\/watch?v=b_DTnOzYTR4[\/embedyt]<\/p>\n<h3>Sustainable Drainage Systems (SuDS)<\/h3>\n<p>In addition, we believe that <a href=\"https:\/\/www.landscapeinstitute.org\/technical-resource\/sustainable-drainage-systems\/\">SuDS<\/a> should be a part of every local Plan to provide better resilience against flooding.\u00a0SuDS mimic nature by managing rainwater close to where it falls, taking account of water quantity, water quality and amenity issues.Landscape architects have the skills to plan and design landscapes that integrate SuDS and reduce the risk of flooding while making best use of available land for a wide range of functions. SuDS features include trees, permeable pavements, and ponds.All new developments should integrate SuDs and there should be a comprehensive programme of retrofitting SuDS.\u00a0National planning policy encourages SuDS in all major developments \u2018unless there is clear evidence that this would be inappropriate\u2019, while as of January 2019, SuDS are mandatory in Wales for all new developments over 100m<sup>2<\/sup>.<strong>But 96% of local authorities report that the quality of planning submissions for SuDS are either \u2018inadequate\u2019 or \u2018mixed\u2019. And as of 2017, 25% of local authorities had no formal SuDS policies in place, nor any immediate plans to implement any. <\/strong>This is putting communities under threat of surface water flooding as climate change continues to put pressure on our landscapes.<a href=\"https:\/\/landscapewpstorage01.blob.core.windows.net\/www-landscapeinstitute-org\/2019\/01\/11689_LI_SuDS-Report_v4a-Web.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Achieving Sustainable Drainage: A review of delivery by Lead Local Flood Authorities, January 2019<\/em><\/a><\/p>\n<h2>Landscape, water and flooding: LI briefing paper<\/h2>\n<p>Landscape professionals have an important role in creating water resilient places and <a href=\"https:\/\/landscapewpstorage01.blob.core.windows.net\/www-landscapeinstitute-org\/2016\/03\/Landscape-water-and-flooding_LI-briefing-paper-December-2014.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Landscape, water and flooding (LI briefing paper, December 2014)<\/a> (PDF, 4.6MB) proposes new approaches to water problems including:<\/p>\n<ul>\n<li>full implementation of <a href=\"http:\/\/www.legislation.gov.uk\/ukpga\/2010\/29\/schedule\/3\" target=\"_blank\" rel=\"noopener noreferrer\">Schedule 3 of the Flood and Water Management Act<\/a>, so SuDS is adopted on all UK developments<\/li>\n<li>remove the \u2018un-economic cost\u2019 get-out in the Draft National Standards unless exceptional circumstances exist<\/li>\n<li>Remove the automatic right to connect surface water to a sewer (proposed in the <a href=\"http:\/\/webarchive.nationalarchives.gov.uk\/20100807034701\/http:\/archive.cabinetoffice.gov.uk\/pittreview\/_\/media\/assets\/www.cabinetoffice.gov.uk\/flooding_review\/pitt_review_full%20pdf.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Pitt Review<\/a>)<\/li>\n<li>more consideration of the multi-functional benefits of green infrastructure<\/li>\n<li>adoption of WSUD and SuDS policies in every Local Plan<\/li>\n<li>adopt larger water catchment management programmes and flood defence programmes<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Devastating floods over the last 10 years have exposed the UK\u2019s lack of resilience to increasing water levels \u2013 and climate change means more frequent severe rainstorms will happen.Governments must take an appropriate and technically sound long-term approach to flooding because our existing infrastructure cannot cope.The UK\u2019s water supply chain needs to become more sustainable.
